I honestly believe that just about any power that you need for your character is there, whether it was in the core book or someone has created a new power that has been in circulation around these boards for a few years now.
But if there were a power that you or your player wanted to invent, what guidelines would you suggest to creating a new power?

Honestly...I would just eyeball it off of the existing powers. No hard and fast formula.....

I checked the book to see if they had a guideline for creating new powers and was surprised. Then I realized the RPG was created when rolling for stats and powers were a common theme among RPGs at that time and SAGA still had some vestiges from that era.
The best thing to do IMO is to look for a power close to what you are thinking of and tweak it to fit the power you are thinking of.
Since MSHAG isn't worried about balance issues among the various powers, you don't have to worry much if the new power is balanced against the others.
