Conversion from sytem to system is never 100% accurate and relied on the GM's interpretations and guidence. But for those who want to; here's a crack at it:

World Class Skills can be assigned a rank of 13-15, or the power level max of the character.
Combat:
I haven't worked this one out, as any straight mechanical system makes either the character seem very unskilled, or overskilled. Use your own judgement and the skill benchmarks to judge the character combat proficiency.
