Let's say, Strength 15 allowed you to lift between 25 and 50 tons.
If you had two heroes and one is known to cap out at 26.7 tons (for example, it was stated in a comic book), and the other gent is assumed to be able to lift up to 50 tons.
Would they both have Strength 15?
