is it appropriate to allow someone with density control to alter their density, increase their strength and then attack with that new total score? or does concentration on density control negate the chance of that

I would say that would be part of the point of the power.

I would say that this is possible because the rules says that the hero can use this power "at will".
Nevertheless, you can rule that the attack becomes contingent.
And do not forget to use the new agility to evade conterattacks.
