ok finally got to GM my first game and it went ok they all seem to have fun doing hero stuff blah blah blah but my question is when somebody has power intensity thats a high number and the action that they attempt is lower than their intensity should they still play a card or would you say its automatic that it happens even if its in combat and out of combat situations

Are you including the Narrator Card for difficulties?
In general, unless they have the Assessment skill, they shouldn't know exactly what the difficulty is anyway.

but lets say somebody shoots a chain that was holding somebody prisoner and added the strength of the chain plus the difficulty (you dont have to add a narrator card for something that doesnt involve an opponent right??) and it wasnt greater than their power blast
or another example and correct me if im wrong but the heroes take on some henchmen and they caught them by surprise so i took an average difficulty attack + narrator card (which in this case was a low number like 3 or something like that i cant remember now) didnt beat some of the players energy attacks so do i just say you hit dont bother playing a card

Again, the players shouldn't know the difficulty unless they have Assessment.
If you want to handwave minor things, that's fine...like blasting a much weaker inanimate object, but I would require cardplay if there was an opposition force in play at all.
