If 10 is the unaltered human MAXIMUM, with the 11-12 range arguably being the gray area between human and super human, how does Doctor Strange have a 16 Willpower?

Because he's clearly not normal. After all, normal humans don't use magic, either.

Reed Richards and Victor Von Doom were super geniuses before being seen in Fantastic Four. Cosmic radiation, super-powered armor, nor technological gadgets made them this way.
Despite this, their intellect is beyond the greatest minds in our history. How do you explain this?

Were they?
The only reason I ask that is, what did Reed accomplish before FF began? Arranging a flight into outer space? What did Doom accomplish? Their MAJOR advances, the truly mind-boggling stuff, happened after the fact, not before.
I submit the theory that Reed was REALLY smart...and then only got smarter, subconsciously, perhaps stretching his brain to do so?

I know reviving corpses is normally frowned upon but this is on the front page. I can't recall the source (and I checked RR GtE in case, sympathetically that was the source) but I do remember a Marvel character that I want to say is Reed stating that the FF had the potential for specialness that the cosmic rays unlocked, instead of killing him. With regular smart comic scientist playing with radiation on a regular basis its also possible Doom and Reed were exposed to enough radiation just in the course of things to begin unlocking their potential. Doctor Stranges 16 Willpower is as the master magician. Along with his retarded aging (IIRC) he has undoubtedly practiced and studied enough to boost his naturally high WP. I mean, you can't make a Sorcerer Supreme out of any old joe. Oh, and thanks Tommy for keeping a sight up for those about (hopefully) to embark on a wonderful adventure in a cool system! - lft4ded
